Police and victims of crime share a unique relationship: to a great extent, police forced exist because there are, and always have been , victims of crime.  Although this relationship exists, the priorities of police work have little to do with meeting the short or long-term needs of victims.   In fact, until a victim becomes a witness, he or she is essentially irrelevant to the primary process in which police are involved - the apprehension and prosecution of criminal offenders. This unusual relationship persists in spite of the fact that police are usually the first persons expected to deal with the anger, trauma, or injury of victims.

It follows that understanding and improving police/victim relationships can be an essential component of attempts to improve the status of victims on general.  The City of  Kokomo has recognized this need and has taken positive action to address it by supporting a Victim Assistance Program at the Kokomo Police Department.

The Victim Assistance Program exists to help ensure the rights of the victim and to see that each victim receives whatever is necessary to reduce the trauma of victimization. A comprehensive approach to victim services helps crime victims regain control of their lives by reducing the fear and trauma, while at the same time enhancing the efforts of the criminal justice system.

The Victim Assistance Program offers individual services to any resident of the City of Kokomo, or a victim of crime committed within the city, who is in need of help or information concerning problems facing victims.
